Mayor Advocates Against Con Edison Rate Hikes

Mayor Arest has urged the Public Service Commission (PSC) to reject Con Edison’s proposed 2026 rate hikes, calling them excessive and unjustified. In a letter to PSC Chair Rory M. Christian, Mayor Arest criticized repeated increases that have burdened residents without improving service. The proposed hikes—11.4% for electricity and 13.3% for gas—would raise average annual costs by nearly $1,848 compared to five years ago. Mayor Arest emphasized the need for stronger consumer protections and urged Governor Kathy Hochul and state officials to take decisive action. Click here to read the full letter from Mayor Arest.

Public Comment Portal Open for Scarsdale Police Department’s National Accreditation Review

The Scarsdale Police Department is undergoing its annual web-based assessment to maintain accreditation through the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA).  Originally accredited in 1990, the Scarsdale Police Department was the first of Westchester County’s 45 municipal law enforcement agencies to achieve CALEA accreditation. Today, only two agencies in Westchester County hold this prestigious accreditation. As part of the review process, CALEA provides a public access portal for community members to submit comments, commendations, or other feedback regarding the department’s quality of service. This portal is open to anyone wishing to share insights relevant to the accreditation process. The public comment portal will remain open until April 30 and can be accessed here.

Village Board Reviews Athletic Field & Court Study

On February 24, 2025, the Village Board of Trustees reviewed the Comprehensive Athletic Field & Court Study as part of discussions on the Recreation Capital Budget. The study, conducted in partnership with the Scarsdale School District and Clough, Harbour & Associates (CHA), began in December 2023 to evaluate the condition and future needs of the community’s athletic fields and courts. Based on extensive public input, CHA developed data-driven recommendations focused on playability, accessibility, and sustainability. With cost estimates still being refined, the Board discussed the need for additional surveying, soil testing, and engineering work to guide investment decisions. More details are available on the Village webpage under the dedicated project page. A recording of the meeting and associated presentations are available online.

Budget

Third Pass Budget Presented; Tentative Budget to Be Reviewed March 11

The Village of Scarsdale Board of Trustees convened on Tuesday, February 25, 2025, to discuss the third pass of the 2025-26 budget. Mayor Justin Arest highlighted that while further discussions are anticipated, the current budget proposal includes a 3.95% increase in the tax levy. For a home assessed at the village average of $1.597 million, this would mean a 2.39% rise in village taxes, equating to an additional $203.25. For those interested in more details, the third pass budget slides are available online, and recordings of the meetings can be accessed through the Village of Scarsdale's official website. The tentative budget is scheduled for presentation on Tuesday, March 11, at 6 p.m. Members of the public can attend remotely via Zoom or by calling 1-929-436-2866 and entering Meeting ID: 931 8370 3358. The full budget calendar is available here.
